To reduce tariff levels and even off dispersion assistance levels among and within industry sectors, the tariff reform program has been launched in 1981. Results show that the effective protection rate has been reduced mainly by lowered high tariffs. Declining EPR has been observed to be correlated with an improved domestic resource cost. While TRP has lowered the range and levels of protection in the industry, it has failed in reducing EPR within the desired range. A positive output response for about 60% has been detected.
