DRN’s special issue focuses on the highlights of the roundtable discussion sponsored by the Department of Health, Cebu and PIDS. Discussions put forward the many concerns that need to be addressed if the devolution of responsibility for health care delivery to the local government units is to succeed in making quality, affordable, effective, efficient and quality health services to the people.
