A proposal to institutionalize the P44.2 billion conditional cash transfer (CCT) program may have to wait until the government fine-tunes the program to include only the poorest of the poor, a senior research fellow of the Philippine Institute for Development Studies (PIDS) said on Wednesday. PIDS senior research fellow Celia Reyes said plugging the leaks is essential for the Pantawid Pamilyang Pilipino Program (4Ps), which is now the largest poverty reduction and social development program ever conceived by government.
