A PIDS study saw that three years after the Department of Education established policies and guidelines for implementing CSE, there is now a pressing need for a more detailed plan at the instructional level. There is a need for qualified personnel, relevant instructional materials, improved coordination to ensure that guidelines are disseminated to the teachers, and monitoring mechanisms to guarantee that CSE targets are met on time.
