It refers to the state of complete physical, mental, and social well-being in all matters relating to the reproductive system.
It includes the ability to have a satisfying and safe sex life, the capability to have children when desired, and access to reproductive healthcare services, education, and information.

A PIDS study assessed the national-level implementation of the Responsible Parenthood and Reproductive Health (RPRH) Law in the Philippines. It found that the government's planning, monitoring, and evaluation framework lacks a clear impact strategy and multiagency plan to outline progress and accomplishments in implementing the RPRH Law.
