The Philippine Institute for Development Studies (PIDS), the primary socioeconomic research arm of the Philippine government, and Central Luzon State University (CLSU), will hold a Policy Research Forum on the “Impact Evaluation of Irrigation and Postharvest Facilities” on March 30, 2016 from 9:00 a.m.-12:00 noon at the RET Amphitheater, CLSU Campus, Science City of Muñoz, Nueva Ecija.
This policy research forum aims to disseminate the completed studies conducted by PIDS evaluating the effectiveness and impacts of key government programs and projects. Spearheaded by the NEDA and the Department of Budget and Management (DBM), these impact evaluation (IE) studies were conducted to promote greater transparency and accountability in government. IE is a special type of research that allows policymakers and program implementers to ascertain whether a particular program is achieving its objectives and whether the results are attributable to the intervention.
Two of these IE projects are the Evaluation of Irrigation Facilities and the Evaluation of Postharvest Facilities. The former presents findings and some preliminary recommendations related to the technical/physical and institutional aspects of irrigation management and development for national and communal irrigation systems. Meanwhile, the second paper discusses the effectiveness of the government’s programs to address the problem of postharvest losses. These programs cover various stages of the food supply chain such as on-farm postharvest activities, processing, logistics, marketing, and trading. Among these programs are the rice processing centers in the provinces of Pangasinan, Davao del Sur, Bohol, and Iloilo.
