This research project will review the mandates of the three institutions (CHED, DepEd, TESDA) as stated in their original governing laws and subsequent laws that revised their mandates. The review must be cognizant of the Constitutional mandate of public-private complementarity. In addition, the study will compare the mandates with the performance of the three institutions. In particular, it will assess whether the mandates have corresponding implementation plans that have well-specified activities, accountability measures, and the needed resources.
