ROEHLANO M. BRIONES, an agricultural expert with the rank of senior fellow at the Philippine Institute of Development Studies (PIDS), came out recently with the verdict that the Philippines` goal of achieving self-sufficiency in rice by next year isn`t about to happen. He said self-sufficiency in the grain would continue to elude the country until 2020, or long after P-Noy has stepped down from office.
