According to a PIDS study, poverty rates persisted despite reported economic growth in 2003 to 2009. Near-poor Filipinos, or those who were just above the poverty line, continued to experience persistent poverty. Few poor households managed to sustainably exit from poverty.
Recommended actions include social protection for the near-poor, inclusive growth policies, and building household resilience with disaster preparedness, financial access, and market protections.
