Rarely, if ever, are we wrong; and while it would take only us to point it out, still we must admit that yesterday`s editorial might be premature to counsel a resigned acceptance of a flawed but better than nothing House rationalization of the fiscal incentives bill. On second thought, the bill as it is should be vigorously opposed and heavily amended as a “mongrel” that defeats both its own rationalization objective and the fiscal aim of recouping lost taxes that initially qualified it as one of the President’s eight key revenue bills.
