The Philippine Statistics Authority (PSA) grants clearance for the conduct of the PIDS Online Survey of Youth Not in Employment and Education or Training (NEET). The survey will be conducted this March 2021 by the Philippine Institute for Development Studies (PIDS) in cooperation with the Technical Education and Skills Development Authority (TESDA) and Philippine Business for Education (PBed).
The survey will cover Technical and Vocational Education and Training (TVET) applicants, trainees, and graduates in TESDA Technology Institutes (TTIs), and in the YouthWorks PH program of the Philippine Business and Education (PBEd). It aims to collect information on the following:
a. The dropout points of learners in the education continuum;
b. How government agencies identify and track NEETs;
c. How many NEETs are potential Technical and Vocational Education and Training (TVET) learners; and
d. The barriers NEETs face in pursuing training.
The results of the survey will provide evidence that can help TESDA and other government agencies in designing policies and programs targeted towards NEETs, such as by promoting re-engagement of NEETs through training programs and supporting training completion among youth who are at risk of becoming NEETs.
Some of the major data items to be collected in this undertaking are as follows:
a. Socio-demographic characteristics;
b. Barriers faced in pursuing training;
c. Support for youth to encourage training;
d. Main reasons for choosing TVET course;
e. Challenges faced during training;
f. Competency assessment status; and
g. Reason for not taking competency assessment.
A total budget amounting to PhP 850.00 thousand will be utilized in the survey. Results of the survey are targeted to be released in April 2021.
This undertaking was reviewed and cleared for conduct under the Statistical Survey Review and Clearance System (SSRCS), a mechanism being implemented by the PSA by virtue of Rule 28 of Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 10625 to:
a. ensure sound design for data collection,
b. minimize the burden placed upon respondents,
c. effect economy in statistical data collection,
d. eliminate unnecessary duplication of statistical data collection efforts, and
e. achieve better coordination of government statistical activities.
In line with this, the PSA enjoins the TVET applicants, trainees, and graduates to support the said survey.
