The Philippine Statistics Authority (PSA) granted clearance for the conduct of the Local Government Unit (LGU) Survey on Responsible Parenthood and Reproductive Health Services by the Philippine Institute of Development Studies (PIDS) in cooperation with the Department of Health (DOH).
The survey is one among four data collection methods employed by the process evaluation study being undertaken by the PIDS on RPRH law implementation. The survey will be used to gather information on the status of the delivery of RPRH services by LGUs across the country. More specifically, it aims to assess the degree of compliance among LGUs on the mandated RPRH-related services as provided in the Republic Act No. 10354 (Responsible Parenthood and Reproductive Health Act of 2012) along the following dimensions:
Other data collection methods to be employed by the PIDS will include use of administrative data and review of documents from relevant national government agencies, conduct of key informant interviews among LGUs and focus group discussions with rural health units and barangay health stations.
A total of 1,715 health officers from the provinces, cities, municipalities, highly urbanized cities (HUCs) and independent component cities (ICCs) will be the respondents of the online survey. Results of the survey are targeted to be released on 07 August 2020. Findings from the survey will be important in strengthening the evidence-based systematic assessments of the implementation of the RPRH law. Thus, insights from the study will be used not only by the DOH and PIDS but also by the Commission on Population and LGUs in reproductive health promotion, education, capacity-building, and instituting local-level delivery of RPRH services.
Major data items to be collected in this undertaking include the following:
A total budget amounting to PHP 2.2 million will be utilized in the survey.
This undertaking was reviewed and cleared for conduct under the Statistical Survey Review and Clearance System (SSRCS), a mechanism being implemented by the PSA by virtue of Rule 28 of Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 10625 to:
In line with this, the PSA enjoins the health officers of the LGUs to support the said survey.

- Other RPRH-related policies and measures (e.g. measures for special populations and persons-with-disabilities)

- Adequacy of RPRH supplies and commodities: provision of supplies/commodities by rural health units and public health facilities;
- Adequacy of the RPRH local service delivery network: members among private facilities and local service utilization data;
- Special Populations and Persons with Disabilities (PWDs): poor households remote from RPRH services, RPRH services packages for humanitarian emergencies, local measures for RPRH needs of PWDs;
- Financing of RPRH supply and services: presence of budget allocations for RPRH, level of budget allocations for RPRH, sources of local funds;
- Maternal and Fetal/Infant Death Reviews: maternal and neonatal deaths.
A total budget amounting to PHP 2.2 million will be utilized in the survey.
This undertaking was reviewed and cleared for conduct under the Statistical Survey Review and Clearance System (SSRCS), a mechanism being implemented by the PSA by virtue of Rule 28 of Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 10625 to:
- ensure sound design for data collection,
- minimize the burden placed upon respondents,
- effect economy in statistical data collection,
- eliminate unnecessary duplication of statistical data collection efforts, and
- achieve better coordination of government statistical activities.
In line with this, the PSA enjoins the health officers of the LGUs to support the said survey.
