Long before the passage of the Philippine Competition Law in 2016, PIDS performed groundwork research on the state of competition in the Philippines. In 2002, PIDS and the Philippine APEC Study Center Network (which it leads) released the book, Toward a National Competition Policy for the Philippines. A compilation of studies conducted under the project with the same name, the book examined the state of competition and the reforms that have been undertaken so far in six selected industries where competition policy appeared to be most crucial—manufacturing, cement, oil, telecommunications, air transport, and banking and insurance.
