UNLESS the government boosts the war chests of housing agencies, slums will remain a constant presence in the country`s cities, a government policy researcher said.
`If the objective is to facilitate homeownership, entitlement subsidies are most effective,` Philippine Institute for Development Studies (PIDS) senior research fellow Marife Ballesteros said at the Second Asia-Pacific Housing Forum of Habitat for Humanity International.
