The government must implement reforms and innovations to overcome the COVID-19 pandemic and other similar crises.
This is the key message of this year’s 6th Annual Public Policy Conference (APPC), which is the main and culminating activity of the Development Policy Research Month (DPRM) celebration, led by the Philippine Institute for Development Studies (PIDS) every September.
The 6th APPC will feature the topic “Innovating governance: Building resilience against COVID-19 and other risks” in a four-part webinar series on September 15, 17, 22, and 24.
This year’s APPC topic is anchored on the DPRM theme “Bouncing Back Together: Innovating Governance for the New Normal” or in Filipino, “Makabagong Pamamahala para sa Sama-samang Pagbangon sa New Normal”. The DPRM theme underscores the importance of transforming the government into one that is agile and innovative to be able to help the country get back on track and move forward from large-scale crises like the coronavirus outbreak.
Local and foreign experts and speakers invited to the webinar series will discuss topics related to the DPRM theme, such as governance innovation in the public sector, institutional innovations, civil service reforms, and smart solutions.
The first and opening webinar titled “Innovation in Public Sector Governance for Resilience under the New Normal: Theory and Practice” will provide an overview of the regional and global impacts of COVID-19 and how the government should address the crisis. Specifically, it will discuss key reforms that the Philippine government should pursue to be able to bounce back from the pandemic and prepare for other risks in the future.
The second webinar titled “Institutional Innovations and Reforms under the New Normal” will talk about institutional reforms necessary to achieve agile and innovative governance amid a volatile, uncertain, complex, and ambiguous world. It will look at the exemplary reforms of other countries and the lessons that the Philippines can learn from their experiences. The objective of this session is to draw a set of concrete recommendations/action plans/policies that will promote innovation in the Philippine public sector.
The third webinar titled “Strengthening the Civil Service under the New Normal” will focus on innovations that are intended to upskill and strengthen the public sector workforce. It will tackle key issues on recruitment, performance, and capacities in government as well as highlight reforms that the Philippine civil service should adopt to become agile and innovative amid any crisis.
The fourth and last webinar titled “Smart Systems for Agile Governance under the New Normal” will discuss how developing countries like the Philippines can adopt and implement smart solutions in governance to achieve resilience against future risks. Specifically, it will focus on best practices, critical elements for success, and barriers that the Philippines and other developing countries must overcome to succeed in implementing smart systems.
Launched by PIDS in 2015, the APPC aims to convene experts and researchers to flag to policymakers critical issues that must be addressed in the immediate term. It is envisioned to serve as a platform to further bridge research and policymaking, and enhance evidence-based planning and policy formulation in the country. Themes featured in previous APPCs include “Institutions and Human Capital”, “Building Resilience”, “Critical Perspectives on Federalism”, “Harnessing the Fourth Industrial Revolution”, and “Navigating the New Globalization”.
