A PIDS study noted the suboptimal funding allocation of national and subnational governments for disaster risk reduction and management (DRRM). The study attributed this to the oversight agencies' unclear fiscal guidelines and the low priority given by local government units to DRRM. It also stressed the absence of proper monitoring and evaluation of DRRM investments.
