A PIDS study noted the underutilization of the local development fund (LDF) by local governments. In 2016, on average, municipalities only used 73 percent of their LDF. By income class, richer municipalities had higher utilization rates than poorer municipalities. The regions with the highest utilization rate were Region I (Ilocos) and Region XIII (Caraga) at 90 percent. The region with the lowest utilization rate was Region IV-B (MIMAROPA) at slightly more than 50 percent.
