A PIDS study that analyzed the Pantawid Pamilyang Pilipino Program (4Ps) noted that the program’s payment system has improved through the years with the shift to cash card as a key enhancement. Beneficiaries reported fewer delays in the payout of grants with the use of cash card. However, this experience largely depended on the availability of automated teller machines (ATMs) or point-of-sale (POS) merchants in their community or nearby areas. The study urged the Land Bank of the Philippines, the authorized government depository bank for the 4Ps, to expand its ATM network and local bank branches to reach all areas. It should also find alternative points of cash withdrawal such as POS to cover all areas without ATMs.
