A PIDS study evaluated the implementation of the Mother Tongue-Based Multilingual Education (MTB-MLE) program, which mandated the use of the mother tongue as medium of instruction (MOI) during the first four years of primary education. A key implementation issue found was the MOI chosen by the school, which may be unfamiliar to the students. The teachers may also be nonspeakers of the chosen MOI or use a regional language similar to it but not identical to what students use at home. Similar languages may still have dialectal differences that need to be recognized even among the program’s 19 official languages.
