A PIDS study that assessed the trends in child vaccination rates explained that the large decline in coverage in 2014, which plummeted to almost 65 percent, could be attributed mainly to vaccine stockout and less to vaccine hesitancy. Between 2008 and 2018, the annual vaccine supply requirements and buffer stocks were not met for the basic routine vaccines, with stockouts occurring for many vaccines. Poor strategy and planning, inadequate warehouse capacity and logistics system, and procurement issues were among the factors that contributed to the vaccine stockouts.
