A PIDS study said the proposed rightsizing program in government should be grounded on economic principles. It should be aimed at defining the core functions, mandates, and strategies of agencies and at minimizing duplications and overlaps. Its operationalization should include regular reviews of their roles, functions, and programs to be able to anticipate and incorporate the changing needs of citizen clienteles.
