A PIDS study underscored the need for price control during emergencies and disasters. It noted the importance of a functioning Local Price Coordinating Council at the local government level, responsible for enforcing and monitoring prize freeze in coordination with the Department of Trade and Industry. According to the study, all food, not only basic commodities, should be included in the imposition of price control. It is also crucial to address the limited supply of commodities during disasters by allowing local manufacturers to bring in supplies and discouraging consumers from hoarding.
