A PIDS study that assessed the national-level governance of the Responsible Parenthood and Reproductive Health (RPRH) Act noted that while national government agencies (NGAs) carried out most of their mandates and responsibilities, performance was siloed within implementing units of agencies, with modest interagency collaboration. The implementation also focused on specific programs and their operational concerns. This fragmented governance stems from a lack of integrated plans and coordination mechanisms essential to bridge NGAs’ efforts across sectors.
