A PIDS study found that the presence of multiple agencies in the irrigation sector, which are not necessarily linked to one another, weakens the management of the irrigation systems due to fragmented decisionmaking and implementation. Monitoring and evaluation is also weak. The study suggests crafting an integrated irrigation development plan and connecting various actors/agencies involved in managing water resources.
