A PIDS study looked into the coverage of major social protection programs in the Philippines, such as the Government Service Insurance System for government workers, the Social Security System for private sector workers, and the Philippine Health Insurance Corporation. It noted that women are less likely to be covered by social insurance than men due to their poor representation in the formal employment sector. The lack of access to social insurance is also associated with the inability to pay the premiums, which is most evident among self-employed workers engaged in small retail businesses and personal services, unpaid family workers in agriculture, and household workers with short-term jobs and who are paid daily.
