The Philippine Institute for Development Studies, in partnership with the United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP), will hold a webinar on June 4, 2020, from 2:00 pm to 5:00 pm.
Two studies will be presented in this virtual event. The first study is UNESCAP’s Economic and Social Survey of Asia and the Pacific 2020 which focuses on Goal 12 of the Sustainable Development Goals (“Ensuring sustainable consumption and production patterns”). The Survey proposes a transition toward cleaner production and less material-intensive lifestyles supported by enabling policies. The highlights of the Survey will be presented by Dr. Shuvojit Banerjee, Economics Affairs Officer at UNESCAP, while comments will be provided by Dr. Marites Tiongco, dean and full professor at the De La Salle University School of Economics.
The second study is Fiscal Decentralization and Health Service Delivery which will be presented by PIDS Supervising Research Specialist Janet Cuenca. This study finds that greater health decentralization has a negative impact on access to hospital inpatient services, and this has remained over the years because most LGUs do not have adequate health budget to maintain and upgrade devolved health facilities. It argues that LGUs’ higher real per capita income did not necessarily translate to more funding for hospital services due to competing spending priorities and, therefore, a sound financial resource base is necessary to reap the benefits of health devolution. Dr. Beverly Ho, Director IV for Health Promotion and Communications Service at the Department of Health, will be the discussant.
