This virtual seminar will feature the study “Process Evaluation of the Performance-Based Bonus (PBB) Scheme” conducted by PIDS Senior Research Fellow Dr. Jose Ramon G. Albert, Ateneo School of Government Dean Ronald U. Mendoza, PIDS Supervising Research Specialist Dr. Janet S. Cuenca, University of Santo Tomas Professor Gina A. Opiniano, Pamantasan ng Lungsod ng Maynila Assistant Professor Jennifer Decena-Monje, Polytechnic University of the Philippines Instructor and De La Salle-College of St. Benilde Lecturer Michael A. Pastor, and PIDS Research Assistant Mika S. Muñoz.
The study examined the PBB design and how it was executed. It identified implementation deficits and bottlenecks and challenges encountered by government agencies/units in meeting the conditions to qualify for the PBB. The study also looked into the possible effects of PBB in at least three levels: (a) agency-wide incentive effects, (b) team-level collaboration effects; and (c) individual staff-member incentive effects. It also recommended a general review of the main policy objectives of the scheme and identified concrete reforms that could sharpen it.
